Owner Breakdown
Dev delivers by Mar 25
- Risk matrix — half day
5-6 risks with probability, impact, mitigation. Already discussed in the cost analysis: single developer, banking integration, regulatory, market adoption, tech stack dependency.
- Team section in business plan — few hours
Who we are, what each person does, why this team executes. Needs input from co-founders for their narratives.
- Competitive analysis support — few hours
Research to confirm no fiskalizimi-based cashback exists in Albania. Frame the "first mover" pitch.
Connections + Finance deliver by Mar 25
- Their CVs — low effort, no excuse
Committee scores the whole team (10 pts). Polished CVs showing relevant experience. Non-negotiable.
- Revenue model — medium effort
X merchants × Y% fee × Z receipts/month = revenue. 3-year projections. Finance guy's core responsibility.
- Budget restructure — medium effort
Map the cost analysis to grant categories with justifications per line item (value, timeline, budget). Caps are negotiable but must be argued.
- Market sizing — medium effort
How many businesses use fiskalizimi? Daily receipt volume? Smartphone penetration? Sources: INSTAT, tax authority reports.

What's Defensible vs. What's Arbitrary
Defensible — grounded in data or existing work
- Risk matrix — risks come directly from the cost analysis. Single developer, banking dependency, regulatory unknowns, market adoption. Already analyzed, just needs structuring.
- Team section — dev CV is ready, just need co-founder narratives. Factual, easy to write.
- Competitive analysis — verifiable claim. Either someone else does fiskalizimi cashback or nobody does. A few hours of research confirms it.
- Budget — the cost analysis exists. Restructuring into grant categories is formatting work, not guesswork. Use $20/hr Albanian rate, Albanian hardware prices.
Needs real work — can't be faked or estimated
- Revenue model — requires actual merchant fee research, receipt volume data, realistic conversion rates. Finance guy must own this. Guessing numbers will hurt at evaluation.
- Market sizing — needs INSTAT data, tax authority numbers, smartphone stats. Can't make up "100K businesses use fiskalizimi" without a source. Committee will check.
- Co-founder CVs — only they can write them. No substitute.
Blockers: What Dev Cannot Do Alone
4 of the 7 action items are blocked on co-founders. The meeting must result in hard deadlines for each:
- CVs — due by March 20 (5 working days). No extensions.
- Revenue model — due by March 25. Finance guy's deliverable.
- Budget restructure — due by March 25. Finance guy's deliverable.
- Market sizing data — due by March 25. Connections guy's deliverable.
If these aren't delivered on time, the application either goes in weak (losing 20-30 points) or doesn't go in at all.
